If you set Slow Down at 2, it will try to run out the last two minutes if you're up by 7. If you're up 14, it will try for the last four minutes.
You were up by 23, so a setting of 2 would mean running slow down offense for about 6:20. A setting of 5 would have covered the entire 4th quarter. Your "problem" with this setting is too much success. Stop running up the over. :)
And yes, set rules. If you're up less than 10, slow down can be a bad idea. Once you're at that point, throwing in an occasional 3-1 PA pass (for example) with a rule can put the game out of reach.
