Yes

Are we allowed to go negative in our salary cap if it is tied into next year in terms of contracts,

No

or if we.go negative during a cycle mid season.... will the cycle result being the computer will cut our highest paid player?

Yes

The only reason I advise signing as late as possible on those players, is that for each rating point (default weights) a player loses, they require that much less money to re-sign.

Oh, I assumed that ratings rise or drop after pre-season training. That's a good question for me to ask. At what points..... or when do player rating numbers potentially change? Is it random through out the season, or are there certain stages in each season where these numbers......potentially change?

So the answer is, wait until after the championship game to sign the players I want to keep? Any renegotiating I do makes me potentially go negative on this years salary cap

If you go negative during the "end of season" spin, the AI will still release players to get you back under the cap.

Ratings continue to move throughout the season, although not as much as at the training camp sim. If a player starts every game, total changes during the season might be 1/4 to 1/2 of training camp. Boomers will continue to boom, busts will continue to bust, old guys will continue aging. I believe that players are more likely to lose a point or two after an injury . . . but I may be wrong.

If you are stuck with no cap room and any change having a negative impact, then you have to wait until after EOS.

If I wait until after EOS, don't I lose the players?

They are still on your team, but not under contract . . . so they are available as FAs to whoever makes the first/best offer. Unfortunately, JDB hasn't implemented any kind of franchise tag yet.

This is for my team in the Elite league. So we are in the 2nd round of Free Agents at the beginning of the season. I made some cuts, now I have over 32 million in cap. The problem is when I try to make any contract, it says I'm already around. -14 mill in the hole. Can anyone please take a look at my team and tell me what's wrong? I appreciate your time.

You have 4 contract offers out already. Is the problem there?
